## Workflow

1. Sign in and ask one decision-grade question
2. Choose Free Research (daily entitlement) or Premium (wallet credits + panels)
3. Optional intake clarifies goals and constraints (may pause with awaiting_intake)
4. Optional web research gathers a current public briefing with sources
5. Stage 1 — AI Council: independent parallel drafts + structured extracts
6. Stage 2 — Peer review: anonymized scorecard (5 criteria) + ordinal ranking
7. Stage 3 — Chairman: decision brief with verdict, dissent, risks, next action
8. Complete: inspect stages, email notification, public share, Premium receipt

## Peer review rubric (Stage 2)

- Correctness — sound reasoning
- Completeness — covers constraints
- Actionability — clear next steps
- Risk coverage — failure modes named
- Grounding — evidence-aligned claims

Composite score blends weighted rubric averages with ordinal peer rank. Self-votes excluded by default.

## Status flow

`pending` → `running` → (`awaiting_intake` → `running`) → `complete`

## Persistence

Each phase writes to the assistant message in Firestore: intake, webContext, stage1, stage2, metadata (scorecard, agreement_map), stage3, costs.
